I want to lock an object to make sure it doesn't change in any way. Then I want to copy this a large number of times. But I can't because it's locked??!

That's the whole point!! I want to make sure I get an exact copy a number of times!

You can get an exact copy of a single selected document object with the cmd+D keyboard shortcut. That also works for multiple objects that you have previously selected and chose to Group from the Arrange panel.

However, there is no copy n-times automation in Pages, and only after the objects are copied can you select the Arrange panel, set Object Placement to Stay on Page, and then select each object and click Lock on that panel.
