Im based in the UK and I’m trying to add a new family member in South Africa.
However, the new member only has access to 2TB of iCloud Storage - not Apple TV, Apple Music, Apple Fitness, Apple Arcade or Apple News +
Does anyone know why and/or how to fix the problem please?

I didn't think you could do Family Sharing at all with people in multiple countries. Perhaps they loosened up on that. However, in order to share those services, you'd all need to have UK accounts.
