I walk through the steps to publish my Pages file in Apple Books. I get to the place where it asks if I want to preview the file before publishing it. I select “preview” and the Mac just starts the spinning wheel and never previews the file.

If the content exceeds 2 GB, the maximum size for an Apple book, it won't be published and likely may not render a preview either.
Have you updated to Pages v14.3 and Sequoia v15.2?
The file is 111 MB. I’m running Pages 14.2 and MacOS Sequoia 15.1.1
Well, the next step is to update both Pages and Sequoia as suggested and the inherent rebooting of your Mac may resolve the Apple Books preview issue — or not.
Still the same problem. I let it work for 20 minutes trying to come up with a Preview, but it just sits there churning.
