In any case, you're trying to download an App, I assume from the App Store? Is this correct?
If so, then yes, it may not be compatible.
If this is happening on the iPad 2 in your tag line, then this is expected. An iPad 2, running iOS 9, is 13 years old at this point, and most apps will now require a newer version of iOS than your iPad can run.
