That means that the developer of the app does not have a version that supports your OS. It is the developer that sets the minimum OS version that they want to support for users to download the app. You only have 2 options:

• Get a newer device that the developer supports

If so, then yes, it may not be compatible.

If this is happening on the iPad 2 in your tag line, then this is expected. An iPad 2, running iOS 9, is 13 years old at this point, and most apps will now require a newer version of iOS than your iPad can run.
