I am happy to share my id with my partner but just want our health data to remain separate

They are two different handsets with two different numbers and they have worked well for years, the concept of family sharing was not always around. It has always worked and just want a solution without using family sharing
Each user needs their own Apple ID. You data then remains separate
do not want to use family sharing
just want health data to remain separate using the same id
it has work for years but recently things have changed

If you share an ID, you share your data. Each user needs their own Apple Account.
Family sharing is irrelevant. Each user needs their own Apple Account or you will have combined data.
