Thank you for the followup reply. And excellent job troubleshooting this!

Getting Keyboards and Mouses and Trackpads to work:

I. Using an External Keyboard and Mouse?:

A. If so,…

Are you using an external keyboard at this time? Is there an external mouse at this time? Is there any Bluetooth dongle plugged into your Mac? If so, turn these off by unplugging them(if hardwired) or by disabling them via a click in the bottom of them(if wireless). Also, unplug all peripherals plugged into your Mac, from dongles to printers.

B. If not…

Use an external keyboard and external mouse, specifically one that is hardwired. It might need to be a Magic Mouse (Apple product), or just a third-party one (i.e. from Logitech). If you cannot connect them, due to having no available ports, then use a USB hub, or use a USB adapter —either of which must be USBc-to-USBa.

II. If no success or not an available option…

A. Restore from a Backup:

Did you create a backup of your Mac prior to this issue? If so, then restore from the backup. If not, then take this as a learning experience, knowing to always backup your Mac, prior making any major changes to your Mac (i.e. updating the MacOS).

As a last resort…

B. Reinstall the macOS:

Nothing would be deleted. It's just that items that have become corrupted or deleted, would be replaced or reinstalled back to where they should be. Go Here: How to reinstall macOS from macOS Recovery - Apple SupportImportant: Though not an option as of this reply, from here on out, be certain to create a backup of your Mac prior to performing the reinstall. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more, seeing if you still get this error.

If the Cursor is Frozen:

A. Power Off with Power Button:

If so, power off by holding down the power button. It would power off the Mac, allowing for a new boot.

B. Click with the Shift Key:

Try holding down the shift key when clicking on a button. It would empty caches an kernels getting in the way.

C. Boot in Safe Mode:

In Safe ModeLogin Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting moving the cursor. For instructions, go here: How to Use Safe Mode on your Mac - Apple Support

D. Single-Out this User:

While in Safe Mode, see if logging in allows use of the cursor. Then, create a new Administrator user, restarting the Mac, and then logging into it. If you don't get the same error, then it is an issue with the current user. On the other hand, if you do get the same error, then is it an issue with the entire macOS.

E. Reset your SMC and your NVRAM:

(Applies to Intel-Basel Macs Only) Sometimes changes (i.e. Installations) are made to the system and then settings (i.e. Networking) become corrupted, technically. So, reset both on your Mac. So, reset the SMC and reset the NVRAM or PRAM. It might take three tries. to fix this. So, be certain you have the time to do so.

Start With This:

Getting ut of a Frozen Cursor:

Sometimes, you need to get to Finder. And that might fix this. Use my User Tip: [command + tab] Use it to Access your Mac when Something is Not Responding - Apple Support
