If the Cursor is Frozen:
A. Power Off with Power Button:
If so, power off by holding down the power button. It would power off the Mac, allowing for a new boot.
B. Click with the Shift Key:
Try holding down the shift key when clicking on a button. It would empty caches an kernels getting in the way.
C. Boot in Safe Mode:
In Safe Mode, Login Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting moving the cursor. For instructions, go here: How to Use Safe Mode on your Mac - Apple Support
D. Single-Out this User:
While in Safe Mode, see if logging in allows use of the cursor. Then, create a new Administrator user, restarting the Mac, and then logging into it. If you don't get the same error, then it is an issue with the current user. On the other hand, if you do get the same error, then is it an issue with the entire macOS.
E. Reset your SMC and your NVRAM:
(Applies to Intel-Basel Macs Only) Sometimes changes (i.e. Installations) are made to the system and then settings (i.e. Networking) become corrupted, technically. So, reset both on your Mac. So, reset the SMC and reset the NVRAM or PRAM. It might take three tries. to fix this. So, be certain you have the time to do so.
