clean up tab not showing up in Photos

The clean up tab is not showing up in Photos on my iPad Air 4th generation with iOS 18.2. From the documentation, it looks like this device is compatible. Isn't it?

The iPad Air 4th generation does not have Apple Intelligence. It requires an M1 chip or later for iPads.
