Family sharing through Apple One Premier doesn’t work

i have an apple one premier account that I share with my 4 family members but outside of my devices no one is able to utilize the subscriptions in this very pricy and expensive service

i would like to know what I’m doing wrong that I can’t get my family to take advantage of this subscription
