A shield with a checkmark inside of a shield appeared in my Dynamic Island with "scanning your device" and two loud beeps. I was playing a matching game when it happened. I turned off my phone and went on my laptop to find out what to do. All updates are up to date.

The message is an ad presented by a less than honest app developer. Most likely it is the being pushed by the game you are playing. Report the app for such deceptive behaviour, then delete the app.
