Down time and time limits not working for Instagram and Snapchat

The screentime parental controls were working on all apps on my daughter's iphone 15 until a few months ago. I'm not sure if it was after the ios18 update or not. They work on all apps BUT Instagram and Snapchat. WHY??? It's as if these apps override any restrictions. My daughter is not doing it as I took her phone for two days to test it. I deleted the apps, restarted, reinstalled, settings are correct. It is definitely with these two apps. I had limits of 15 min for each as well as other apps. Instagram and Snapchat are the only two that neither downtime nor time limits will work. Is the only solution to use another parental control app?
