Password manager won't start in Windows

As I'm sure we all know, the apple password manager is hot garbage. My specific issue is that after an unknown amount of time, I can no longer start the password manager. The icon in my start menu is a lie. It's not password manager. It's for icloud. When you click the password manager icon, it opens the icloud apps dashboard. There, you are supposed to click another link "View in icloud passwords app", which is what you actually just attempted to do. When I click that linked text, the actual password app doesn't open. Nothing happens. I am wondering if there is a process I can kill and restart short of rebooting to get it to work again. Short of that, does anyone know the actual exe for the password manager app? apple has the most convoluted and obfuscated file structure I think I've ever seen.
