Cannot use Cmd+Comma ⌘, for Setting on Turkish Q keyboard

Environment

MacOS 15

Turkish Q keyboard layout

Steps to reproduce

Set ⌘, as a shortcut for "Settings" in "System Settings | Keyboard"

Press ⌘, (on the physical American keyboard, this is ⌘;)

Expected result

Settings opened for any app (such as Mail, Notes, etc.)

In fact:

Settings are not opened.

The effective shortcut for opening Settings is ⌘Ö

Command-, is the standard for Settings in any application - don't add it in System Settings, it should work directly.

In fact, you are erring in your typing: the menu text in English is "Settings..." with three periods.

You only put in the word "Settings", so it does not match and, therefore, does not work.

But, again, you don't NEED it.

This is part of the menu from Safari - notice that Command-comma is already there (I did NOT create this shortcut, it is standard in macOS).
