Unfortunately, you received incorrect information. Even in a simple 2 story home, Find My won't be able to tell you accurately whether the phone is on the first or second floor.
That’s incorrect, Apple can’t assist. If it’s a multi story building it’s extremely difficult to find.
iPhone is findable even when powered off. (iOS 15 and above)
