Downtime not reflecting Timezone correctly (AEDST Sydney/Melbourne)

Using downtime the child’s apps are disabled within a non downtime window.

this is occurring on both Mac and Apple Watch.

macOS is 15.2

watchos is 11.1

downtime is set between 10p and 7a everyday

on both Mac and watch, at 4pm as an example, no apps are available due to downtime

if I change to Brisbane time AEST, 1 hour difference, 3p, the apps are available.

the system time on both devices is fine.

downtime seems to be reflecting a West coast US Timezone, not the Australian Timezone.

ive tried altering the downtime time settings, changing device time zones, rebooting.

i truely believe the downtime Timezone for AEDST is not set correctly by Apple, and no amount of device troubleshooting will resolve.

Apple need to review code.
