You've likely been scammed and there is NO way anyone here on this user to user only forum, NOR at Apple can or will help you contact the owner who locked the phone. Since you don't know them, either return the phone for refund if you can, or recycle the phone responsibly as it is a totally unusable brick or paperweight you can never use.

Not unless they have reported the device lost/stolen and have their name/contact info on the lock screen. If you purchased this from someone and they did not unlock it before they shipped it to you, then contact them. If they cannot unlock it, then return it for a refund. It is useless to you.
For starters, where did you buy this iPhone? I believe you are referring to the Activation Lock, which is a security measure designed to prevent others from using your device. This is sometimes used on resell devices to take advantage of others. The only way to unlock your iPhone is to contact the original owner, otherwise it cannot be bypassed and is practically a brick. Next time, only buy from trusted sources, so you don't get scammed.
