3 months ago I bought a 200gb family icloud, my family member saved 60gb of information in it, but I deleted it from the family, is it possible to recover the data that was on the cloud ? The family member is using the basic 5gb icloud

Apple doesn't say it will delete data, just that it will stop a person from adding anything more until the plan is upgraded again. I guess at some stage they may delete the data, but I don't see where they specify a time limit. So, has the person been able to use their 5GB? If yes, then the excess data are likely gone.
