Unable to unlock or reset Apple Watch after switching paired iPhone

I cannot unlock the watch, or reset after I switch my phone. Not sure it has to do anything related to the watch software upgrade or not.

I cannot see my apple watch on my icloud account. I seems apple watch is locked with the old paired phone.

Apple watch face shows locked. Please suggest a way to unlock or hard reset my apple watch.

You'll need the Apple Account and password associated with the watch turn off Activation Lock.
