Contacts on iPhone not all on iCloud?

On my iPhone 12 Pro, under Lists I have the following:

Lists

All Contacts

Outlook

All Outlook
Contacts
iPhone (contacts)

iCloud

All iCloud

Only platforms that are compatible with this profile are shown. 1

I just entered a contact on my iPhone and then went to iCloud on my PC to see if it had saved to my contacts there and it has not. The only "list" that shows on iCloud is "All Contacts" and the contact that I just entered on my phone is not there.

And now the message "Only platforms that are compatible with this profile are shown. 1" is under All Contacts on iCloud on my PC. I have no idea what this means.

QUESTIONS

Why when I enter a number on my phone does it not sync with iCloud on my PC?

How do I get all of my contacts onto 1 list and then organize them?
