Why might macos be saying that location services is off, when it is not?

I'm trying to turn on find my mac. To do so, I've turned on location services as required (including for 'find my'), but then on going to 'find my' in icloud services, I get an alert saying it won't work because location services is off. Any ideas about how I can get round this, or why it might be happening?
