Minor’s Apple ID can’t add apple pay

Those suggested in family sharing settings, my son’s Apple ID suggest adding Apple Pay. When I click on the link to set up Apple Pay for my son, the response provided is “Apple Pay is not available at this time”

I do not know why my son would be connected to Apple Pay, he does not have a current device of any kind. I am concerned about security and wondered if anyone else had any similar issues or if there is a rational explanation as to why I would be prompted to add Apple Pay to his account and then immediately denied the opportunity to add Apple Pay features to his account.
