According to If a message says 'Your Media & Purchases account has been disabled'
"Contact Apple Support for help.
If you see a message that says "Your Media & Purchases account has been disabled", request reactivation for help.
The people on these boards are mostly other customers and won't know why you're getting that message. Click here and ask Apple Support for assistance.
If you can't reach them or are in a hurry, try putting in a different payment method.
