Issue with Mac mini M4 Not Restoring Spaces After Restart

I'm experiencing a strange issue with my new Mac mini M4 and Spaces. I've configured the Mac to reopen all windows after a restart, which it does as expected. However, I have various applications, docs, and browser windows spread across 8 Spaces. When I restart the Mac, it reopens all the windows, but it doesn't remember which Spaces they were in. As a result, all the windows are opened in the first Space, and sometimes in the first and second Spaces, while the rest of the Spaces remain empty. I've tried this multiple times, and it consistently places all the windows in the first Space. Does anyone have any idea what might be causing this issue, or is there a setting I'm missing?
