Withdrawing all cash from Apple Pay due to online usage issues
I would like to withdraw all of my cash from Apple Pay because I cannot use it online. How can I accomplish this?

Apple Pay doesn’t have funds. Any funds you have will be in Apple Cash. Please follow the steps in the Apple Support article I linked to below.
