You're not communicating with Apple when you post in the Community. Apple support or customer services representatives do not participate in these forums. We're all just fellow users, helping out as we have time and knowledge to share. So none of us can "fix" the problem, per se. It's also unwise to post any personal information such as your Apple ID here since these are public forums viewable world-wide.
As the error message says, you will probably need to contact iTunes Support, though if you are running any sort of VPN or firewall on your device, remove that and see if that fixes the problem.
