The only way to "reserve" a product from Apple is to see if the online Apple Store in the relevant country offers a local pickup option and if so place your order through the online store. An Apple Store will not otherwise "reserve" any product. Note that the Apple Store may not accept a credit card from outside the country of sale, so you should ask.

Or contact an authorized Apple reseller and ask them what your options might be.

Whether you can buy a MacBook with a US keyboard outside of the US I don't know; you'll need to see what options are available when you go to order.

if you can not buy a US keyboard, the UK keyboard is similar, but not quite identical. All keyboards have English glyphs in addition to local glyphs, else you would not be able to type Apple.com
