Setting up Apple Cash for Elderly Family Member

I am the caretaker for an elderly family member, and I want to send them a monthly allowance via Apple Cash. The roadblock is the requirement for them to have a debit card when I set up Apple Cash on their phone. They don’t have a debit card, as they do not have a bank account. They only need an Apple Cash account to receive, hold and spend the monthly allowance I’ll be sending them. Then they’ll be using their Apple Cash to make purchases.


How can I set this up for them? The instructions for setting up an account for a child sound on-point, but my relative doesn’t meet the age requirements.

I don’t see a requirement for a bank account or debit card.
