Apple Visual Intelligence not working on iPhone 16 Pro with iOS 18.2

I recently just got an iPhone 16 Pro as an early Christmas present from my parents on the Same Day as iOS 18.2 update enrolled my device in Apple intelligence however when I tried to use visual intelligence it just showed the glowing rainbow Siri UI around the camera control outline it has only worked once or twice and the screen time settings for my device allow for visual intelligence to work so if anyone can help me it will much appreciated
