keychain "login" cannot be found to store...

I am running OS 14.7.1 on a Mac Mini with an Intel i5 3.0Ghz processor; 32GB RAM; MXNG2LL/A. At some point, following a restart, the message: 'KEYCHAIN "LOGIN" CANNOT BE FOUND TO STORE...' (see attached image) began appearing randomly (I think). I opened 'Keychain Access' (applications>utilities>keychain access.app) and noted the 'login' under the heading 'Default Keychains' was completely blank... empty... nothing listed. The other 'default keychains' listing s 'iCloud' and the 'System Keychains' containing 'System' and 'System Root' were greatly populated. I have chosen the 'Reset to Defaults' at least ten times when the message comes up, but no change in the 'login' keychain list (see attached image). Reseting to the default login keychain has not helped. I searched Apple and everywhere else and learned the issue is familiar and frequent, but could not find a solution. Help!! Take care and stay safe!

see Keychain Access User Guide for Mac

If you need to update your keychain password on Mac - Apple Support

At login, if your keychain password somehow differs from your user password, it doesn’t automatically unlock, and you’re asked to enter the keychain’s password.

It’s recommended that you enter your previous user password. If this doesn’t unlock the keychain, the keychain

automatically resets.
