How do I remove Activation Lock on iPad?
I have had this iPad for many years and don't remember who I bought it from but trying to set it up and can't get it unlocked, what are my options?

If the iPad disabled or Activation Locked, unless you can independently obtain assistance from the previous owner, the iPad is (and will remain) useless to you. If you are able to contact the original owner, they will require this information:

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as the original sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.

For future reference, here is what Apple suggests when purchasing a previously used device:

Before you buy an iPhone, iPad, or iPod touch, from someone other than Apple or an authorized Apple reseller, make sure that the device is erased and no longer linked to the previous owner’s account. Follow these steps to check if the device is ready to use:

Based on your post:
Presumably it’s not locked with your AppleID.
Therefore it’s locked to the AppleID of the previous and unknown owner.
If these two statements are accurate, recycling is your only option.

If you don't know how to get in touch with the person to whom it is Activation Locked, how would we? This is a user-to-user forum, and we have no idea who you bought the iPad from, or who owned it before you got it.
Assuming that this is a second-hand iPad, Apple will not help you to locate the original owner even if they know who that person is. This is a matter of protecting the privacy and security of that owner. I believe that someone who marks an iPad as Lost can choose to have the iPad display contact information, but it is their choice.
So if you are not the original owner and have no idea who that person is, or how to get in contact with them, this iPad will remain Activation Locked, and you will not be able to remove the lock.
Thank you everyone for your input, it has been since 2014 and I wouldn't have any idea on the previous owner at this time so I guess recycling would be the only option, I understand and I'm glad there is this type of protection, I've had the same problem several times with my phone being stolen so if this was a iPad that was stolen and I bought it it was on me and I feel bad for the owner, I have definitely learned my lesson when it comes to buying electronics from anyone other than a retailer.
