It doesn't occur by default.

To enable it, go to:

Settings -> Accessibility -> Audio & Visual -> LED Flash for Alerts

and choose the options you desire.

The LED flash next to the camera lens on the back of your iPhone or iPad can blink when you receive a notification while your device is locked. This can be useful for anyone who may miss audible alerts.
