macbook wallpaper turned black

I'm using the latest version of MacOS on my macbook.

I've been using one of the builtin wallpapers but after a restart, the wallpaper turned black.

Booting in safe mode did not help
can change to other builtin wallpapers
can change to the dark mode version of the wallpaper, only light mode appears as black
i have a second user with the same wallpaper, it still works for them

Any ideas how to fix this?
