iCloud Doesn’t Load on iPad

good afternoon so I had just gotten my se one Apple a device in like 8 years of using and iPhone and when trying to sync my messages it first booted with messages from like 2020 about two days ago. So I made sure that message syncing on iCloud was on for both devices, but it doesn’t appear to be working correctly as this is what I see on my iCloud settings.

it just won’t show me what’s on my iCloud but I can still click on it and it behaves as if the different buttons where there. Since it appeared synced for the most part I proceeded to start deleting. Messages that are backed up on iCloud as I don’t ever read conversations older than a month, but I do want the current message list to be on sync. Therefore I went ahead and went to Manage Storage and then Turn Off and Delete from iCloud and then I turned it back on as I wanted them in sync and although the size did resize and became smaller, the Messages in iCloud size didn’t change.

Maybe the messages are still in iCloud as the 30 days haven’t passed perhaps? Also my phone no I currently always syncing with iCloud and it never finishes as it just goes into pause and that is the main issue that I’m trying to fix as sometimes they’re not synced correctly unless I click on sync now on each device.

i have tried several methods such as logging in and out on my iPad. Restarting both devices. Mess around with the settings, but ideas and suggestions will be appreciated.
