Logic Pro 10.6.3 Click-Option- Drag to copy flings the copied region forward.

No one answered my dilemma so I thought I'd add my solution to the interweb here.

While trying to copy a region in the arrange page with click option drag, my copies were flining forward and making me copy them to an empty track and then move them to where I really wanted them.

The click option drag while also holding shift made an alias and put them where I wanted.

However by creating a key command to "Convert Alias to a Region Copy" turned the alias into a new region.

I'm using two Apogee Ensembles so I cannot upgrade Logic or my OS as Apogee isn't interested in supporting old Thunderbolt interfaces.
