The Recently Deleted folder should appear in the sidebar in your Photos app, under Utilities. If your photo does not appear there, then it has been over 30 days to recover the photo and is now permanently unrecoverable.
After you delete a photo, you will have 30 days to restore the photo from the Recently Deleted folder. If there are no photos to be restored, you will not see the folder. If you delete a photo from the Recently Deleted folder or it has been longer than 30 days, then it will be gone for good.

Do you see the sidebar icon in the top left? It should look something like this. Once you click on it, it should bring the dropdown menu.

Click on Utilities, then the Recently Deleted menu should appear, if applicable.

Can you please share a screenshot of what you are seeing?
Click the X in the bottom right corner.
That brings up Recent Days, People & Pets, Pinned Collections, Memories, Trips, Featured Photos, Media Types (menu), Utilities (menu), Albums, Shared Albums, Wallpaper Suggestions (which I just used today) and a button Customize & Reorder.
