Unable to reset Face ID on my iPhone 13

My phone is having touble unlocking using face ID recently so I figured it's better to reset it. But when I try to set up the new Face ID it keeps telling me to "position/reposition your face within the frame" (even though I did) at the bottom and "Move iPhone a little lower" on the screen. After a few minutes, it just tells me "Face ID is not available, try setting up Face ID later."

I tried updating the software to the latest version, restarting the settings app, and restarting the phone, but none worked.
