Unable to complete initial iPhone set up

If it says Hello you should just tap the screen and continue with setup. If it doesn’t force-restart the phone:

• Press and quickly release VOLUME UP

     then

• Press and quickly release VOLUME DOWN

     then

• Hold the SIDE button until an Apple logo appears (15-30 seconds), ignoring "slide to power off" if it appears

The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky. If done correctly this will always work unless the phone has a hardware problem. 

Go through the initial setup again, and when asked do not restore a backup and don’t do any other setup of apps or other settings. Then go to Settings/General/Software update and install the update.

Next, restore the iPhone to factory settings and do the initial setup again from the old phone. Note that transferring to a new phone does not remove anything from the old phone, except for the phone number if you chose to transfer that.

what could we do if we’re unable to go through the set up again I can’t do anything on my 15 it’s just stuck saying hello
