How can I recover access to my app subscription from the App Store?

so basically, i wanted a guitar learning app, payed subscription, i forgot my password, changed it, then i switched emails, and now i can’t do anything, it’s telling me to sign into my account to go over billing options despite having a debit card already hooked up, i look on my bank and the only funds that are on hold are the ones from another subscription, no money has been taken out, nothing else is on hold, then on my billing stuff it also says that my card is failed, so now i literally can’t do any downloading, i can only update apps, please help me

yeah sorry, it’s basically just saying “failed”, i’m just kind of saying what i did before everything happened but basically i removed and re added my card yet it still failed, but yes i forgot my password and changed it, and now it’s telling me to confirm my payment method but just taking me to the payment method screen over and over with no confirm button, i’m really sorry for not being able to explain well i’m just really nervous and not in the correct state of mind because i want to be able to actually download apps and just be stuck with some useless phone
