iPad Verification Fails with Android Number, want to FaceTime w/no Apple Phone

My cell service phone number is attached to an Android Phone. Obtained an iPad so I can FaceTime with family members. Created an AppleID account through my phone, but when I try to login to my AppleID on the iPad it accepts my email, sends me a verification, but after which is asks for my phone number, enter the Android phone number and get the error on the iPad = "Verification Failed, You Apple ID password is incorrect".

Should I be able to use the iPad for Facetime even though my cell service is through an Android Phone? My device is an iPad Pro 1st Gen (WiFi+Cellular).
