Unable to connect Apple Watch SE to iPhone 11

We don't know whether the phone and Watch have been paired before, and no longer connect

(Eg: See: If your Apple Watch isn't connected or paired with your iPhone - Apple Support)

or

whether this Watch may be a new watch to that iPhone (which may or may not remain connected to a different watch).

or

whether you need to transfer your Apple Watch from an older iPhone to the iPhone 11.

Not all Watches and iPhones are compatible. ... which iOS version is installed on the iPhone 11?

We can see you have an Apple Watch SE with Watch OS 9,

About watchOS 9 Updates - Apple Support says the newest WatchOS 9 version is watchOS 9.6.3

Note: Seems the Watch SE can also be updated to watchOS 10.6.1

(And watchOS 10 requires iPhone XS, iPhone XR or later with iOS 17)

So according to Apple Support's article: Apple Watch and iPhone compatibility - Apple Support

Watch SE with Watch OS 9 needs to be paired with an iPhone 6s or later using iOS 14 or later ....

(Yet have seen on some sites: "watchOS 9 requires iPhone 8 or later with iOS 16 or later")
