Eg: says:

1. "Open the Settings app, tap Wallet & Apple Pay, then tap your Apple Cash card.
2. Scroll down, then tap Verify Identity, then follow the on-screen steps.
3. If you don't see Verify Identity, you've already verified your identity."

Note: "When you use Apple Cash, you might be prompted to verify your identity again,

even if you have previously done so."

Whomever is managing the device has blocked the ability to setup up Apple Cash. Contact the device or group admin and inquire about setting up Apple Cash.
