"Could not load Apple ID preference pane" popup while trying to restart MacBook Pro

I have a MacBook and it won't let me restart or turn off my laptop because it says, "could not load Apple ID preference pane." and then, "system preferences is busy and can't be closed." I tried making a new account and making it administrator, but nothing is working. it won't even let me close the app. I need help ASAP

(?)please note the current macOS Monterey 12.7.5

Keep your Mac up to date - Apple Support




If necessary You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.


Log out, sleep, wake, restart or shut down your Mac

Shut down or restart your Mac - Apple Support



you can try a SafeBoot Start up your Mac in safe mode - Apple Support if you can not get any further. Login and try again. Reboot as normal and test.
