Unable to clear search history after disabling parental controls on iPhone

The clear history option is greyed out and I can't clear it. I have turned off all parental controls and I am still unable to clear my search history, how can I make it so it can be cleared?

If there is not History to clear or when using Private Browsing, the clear history option will be greyed out.
The exact location of the Screen Time setting that affects the browser history is at Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > Web Content. This must be set to Unrestricted.
Did you try and turn off Screen Time completely at Settings > Screen Time > Turn Off Screen Time?
