There's a number of options out there. Just google "Pdf to Pkpass convert" and there should be several results.
Alternatively, any reason you don't just download the PDF to the iPhone directly? Why do you need to access it in iCloud? Just copy it to a location under "On My iPhone" in the files app and it will be available locally without any internet access or roaming required.
