iPhone 13 jpg Photos have a lock and require a copy to tiff

The last few photos I took with my iphone 13 saved the photos as jpg. But when I open them they have the word "locked" in the upright corner and will not allow any editing. The only option is to make a copy as a tiff photo. Why did this start and how do I stopped it from happening again?

To improve my understanding of the phenomenon, it would be highly beneficial if you could share a full screenshot (Do not crop it). Visual representations carry a greater impact than written descriptions.

As you can see the first picture shows the top of the photo after clicking "locked" and the second picture shows what happens after unchecking the "locked" box. Can only save as a Tiff image to allow editing. Not sure why this started happening but the software just updated to 18.1.1. Apple shouldn't lock our photos. If this is their way of requiring us to save to Tiff I'll just update to an Android phone, I'm due for a new phone anyway.
