It would be every image on your phone. They would all be replaced with those in iCloud.
If you have photos that you did not sync to your Mac, you should sync first. Then, backup your Mac photo library (just in case). Finally, sync your Mac to iCloud so all of your photos sync and then turn on sync. on your iPhone. Viola, everything is synced using iCloud. Changes made on. any device willl apply to all devices.
