iPhone SE 3rd Gen Stuck in Recovery Mode on Surface Pro

I was updating my iPhone SE 3rd Gen via apple devices on my Surface Pro.


Iphone ran into an issue while updating OS. 

Now the phone is stuck in recovery mode. shows image of lighting jack and laptop with comment on top "support..apple.com/iphone/restore"


I have tried connecting it to "Apple Devices" on the same surface Pro to restore. This is not working

Before I had this issue... When I would connect to "Apple Devices" it would show my Iphone name. 

Now it does register an iphone connected but doesn't display my iphone name just generic iPhone SE. 

When connected to Apple devices there are 2 options

1) Check for updates (which is greyed out)

2) Restore iphone... (when i press this nothing happens)



I have tried to restore via iTunes also on Surface pro. It does not show the iPhone is connected.

I have tried apple devices and itunes on a different windows laptop. Exact same outcome




Same when tried iTunes on an old Mac.
