resize pdf in preview

I want to reduce the page size of a pdf. I'm running OS 15.1.1. The Apple support page says:

Click (if the Markup toolbar isn’t showing), then click .After I click the markup toolbar button, the resize button isn't there - many other buttons are there but not the one I need.

Any suggestions on how to fix this?

There is the free pdfScale utility though it requires Ghostscript (just 10.04.0.pkg) to be installed. I have both installed and it works fine for changing PDF resizing.

Or, open the PDF in Preview. Then File menu > Printer… > Paper Size > Select one of the Presets, or choose Manage Custom Sizes… and define the new size. For instance, if you are starting with a Letter paper size and select A4, you can see the displayed icon shape of the PDF change on that printer panel. Then, you can select PDF > Save as PDF to formalize your resized PDF.
