No Data Roaming Toggle on iPhone with ATT Overseas Plan

I recently traveled to a different country. I have the ATT overseas plan. My phone is not working only wifi. I have rebooted it. I have backed it up. I have installed latest software. There still is no data roaming toggle to toggle. Any ideas?
