Apple Pay is not an account for any payments that can be disputed. Do you mean with Apple Cash?

If it is with Apple Cash and you sent money to a person through Messages, then you were most likely scammed and there is not much you can do about it. Apple specifically instructs users that sending money using Apple Cash is a private transaction between 2 parties and you should not send money to people you do not know. There are no protections with any cash transaction like you would find with a purchase made with a Credit Card.
