I set up an Apple account for my child so I could get her started on her tablet. I want to download Messenger Kids for her, but it keeps saying“a request to get Messenger Kids will be sent to your parent or guardian. I’ve just Facebook and messenger and my email and nothing comes to me. Can anyone help?!

If you are the Organizer of the Family Plan, you can approve the request. The Organizer can also allow other Parents/Guardians to approve request. If you are designated as an approver, then the request will pop up as a notification on your phone and if you miss it, you can find it in the Messages app (not messenger).
